Fiji sees genuine friendship in China

MUCH has been written about China in Oceania but focused on the negative aspect of Beijing’s diplomacy.

Negative! All through foreigner’s eyes. Not Pacific Islanders.

Researcher Susan Windybank in 2005 argues that “Rising Chinese activity has a broader twofold purposes; to sideline Taiwan and to undermine ties between Pacific island nations and regional powers such as the US, Australia, New Zealand and Japan.”

She argues that China’s diplomacy in the region should be seen as part of a longer-term political and strategic investment aimed at challenging the leadership of the United States in the greater Asia Pacific region.

Researcher Yan Li in 2006 analyzed the trip by Chinese premier Wen Jiaobao to Australia, Fiji and New Zealand as a “resources trip” and to minimize Taiwan’s ‘international space’.

He argues that Australia is concerned about China’s presence and how it can successfully sum up China’s deep strategic thinking.

Graeme Dobell in 2007 argues that the value-free diplomacy China follows in the islands undercuts any notion of a new Cold War in the region.

He sees Australia confronting the reality that policy interests in the South Pacific clashes with China’s approach, in vital areas such as corruption, financial standards, transparency and democratization.

Dobell argues that Australia’s stated aim in the Pacific is good governance, but China and Taiwan seem more interested in merely buying governments.

Yongjin Zhang in 2007 argues that China has emerged as a regional power in the Pacific by default.

The decline of other great powers in the region has facilitated such an emergence. He argues that China’s presence will shape the new regional order, however, not by provoking a new game of the traditional great power politics in the Pacific.

Michael Powles in 2007 argues on the present and future likely impact of China in the Pacific.

He says China’s rise to great power status is unlikely to be short-lived and its impact on the Pacific Island countries will be substantial and will require significant adjustments.

He, however, argues that Pacific Island governments can change China’s course in the region if they act with caution in several field of vital importance.

Lum and Vaughn in 2007 in their Congressional Research Service (CRS) report analyses the current governance and economic trend in the region and suggested that USA re-engage in the region.

One would be convinced after reading their 24 page report that USA sees China as a threat in the region and attempts to contain its influence.

Negative reports and papers about China’s diplomacy in Oceania are numerous.

The current debate appears to be a widening gulf between those Pacific regions that sees an increasing Chinese role and influence and welcoming it and look to the opportunities they believe China could bring.

On such country is Fiji, currently run by a military Prime Minister, Commodore Voreqe Bainimarama.

Bainimarama has been sidelined and bashed by Canberra and New Zealand for clinching on to power that is belonging to the people of Fiji.

In the new development, Sir Michael Somare who boasts his long family ties with Fiji gained a new twist after former prime minister and academia Sir Rabbie Namaliu nominated as chief mediator for the Presidents Political Dialogue Forum was labeled “puppet of Australia and New Zealand".

Two former British colonies Australia and New Zealand, founded by ex-convicts, are leading the charge of the self-righteous brigade in reining Bainimarama to heel and exact its pound of flesh.

Else Fiji will lose millions in foreign aid. The UN, EU and the Commonwealth have given the (Australia New Zealand) ANZ alliance tacit approval to be its listening posts with misinformation as its trademark.

The blitz against Fiji also comes from all the kingsmen in Tonga, Samoa, Niue, and the Melanesian bloc, dabbling with diplomacy to impress their neo-colonist masters, NZ Prime Minister John Key, and Australian PM Kevin Rudd.

Evidently, the ANZ alliance has been dangling lucrative aid carrots to hire a posse of head-hunters to execute their dirty deeds.

Given this diplomatic climate, Fiji is now caught in a situation, for the better or worse. Time will tell.

For the better if Fiji does not repeat its blood-less coup tradition in the future, and the question hangs as to how that can be achieved. Bainimarama intends to stop that.

For the worst if democracy is not restored sooner then lists of repercussions are waiting.

Definitely, there is dark cloud hanging over the lovely romantic “bula” island. All her traditional friends are pushing Suva to listen or Bainimarama will be taken to task. Interestingly, Bainimarama does not give in to those “threats”.

Even Washington states that it will not agree with Bainimarama to hold onto power for two years without a clear timetable for the return of constitutional government.

“We call upon all Fijians to work together to ensure a rapid return to democracy,” U.S. Amb. to Fiji Steven McGann said as reported by Fiji Times.

Where can Fiji turn to when all friends are looking down on her? Can Fiji trust its traditional friends in the future even she returns to a constitutional government?

This scribe believes that when it comes to the issue of sovereignty, it is up to the concerned nations’ leaders to decide which path to take, leaving aside international norms and values.

In the case of Fiji, Bainimarama is now at a cross-road to decide which path his country should take and who his real friends are when Fiji is facing “diplomatic tsunami”.

In the century of economic interdependence and trade, Fiji can have other options if the country that relies on tourism and sugar industries for her revenues is constrained both diplomatically and economically.

The latest bilateral and economic development between Fiji and Mainland China has shown to Suva’s traditional partners that Fiji has an option - to look north - China for supports.

Diplomatically, that is approved. Economically and politically, Suva has the liberty as a sovereign state.

Conventional wisdom would inevitably direct Bainimarama to seek help from China in anyways to recuperate the impoverished and vulnerable economy.

Beijing always understands Suva’s plea and situation from the humanistic nature as it does to her African, South American and Asian brothers.

The February 2009 signing of four agreements between Beijing and Suva involving developments worth millions of dollars is a harbinger of more China is willing to offer.

According to Fiji Times Feb. 10, the developments will include the new multi-million dollar Navua Hospital, which will improve the health of the people.

It was signed between Bainimarama and Chinese Vice President Xi Jinping in Nadi in a brief stop-over during Xi’s Latin-America tour.

While the figures on the agreements were yet to be confirmed, Fiji's Ambassador to China Sir James Ah Koy said the friendship between the two countries was consistent.

""Fiji has a great friend in China," he said.

Sir James said the relationship had grown over the years and Fiji needed that, especially when "Australia and New Zealand had treated us like lepers", reported Fiji Times.

Mr. Jinping was accorded a military guard of honour, both on his arrival and departure, and a traditional welcoming ceremony. He also met the President, Ratu Josefa Iloilo.

Meanwhile, State owned Fiji Daily Post reported March 25 that China is Fiji’s friend despite the odds. China remains committed to continue and improve bilateral relations.

“China is a friend of Fiji. I am very glad to know that Fiji has already established very good cooperative exchanges with concerned authorities and organizations in China,” Chinese Amb. to Fiji Cai Jinbiao said.

“Our embassy and my duty are to promote the bilateral cooperation and exchanges in many areas”, he said.

Australia and New Zealand who operate under the guise of democracy and transparency would see Beijing’s help to Suva as leverage for Bainimarama to downplay international and regional pressures on Suva to return to constitutional government sooner.

However, Beijing’s foreign policy is always clear – it does not interfere in other countries issues, including Fiji’s internal politics.

Any diplomatic and economic dealings between other countries and Beijing are on a “win-win situation”.


Meanwhile, Li Changchun, a senior official of the Communist Party of China met with Australian Prime Minister Kevin Rudd March 21 and in any case, Rudd would ask Li to convey to Beijing what role China could play in the Fiji affair.

However, Rudd who went to school in China and speaks fluent Mandarin knows China’s foreign policy better then any Pacific Island leaders, including Bainimarama.

If Bainimarama and Rudd chat over a cup of coffee now then Rudd would admit that China is a genuine friend to Suva when Canberra and NZ are bashing Suva.

Westerners can see China through their eyes in a negative perspective but should the Islanders sit back for the moment and try to assess the international and regional roles Great China is playing today.

Yes, China can help Fiji in both economic and bilateral terms and not to ruin the beautiful island but to provide an option. All is up to Bainimarama to use his wisdom.

Given this situation, Fiji and China can prove Australia, New Zealand and other major powers and international institutions wrong by doing the following:

First, China can prove to the regional governments that she is a genuine player when Fiji faces the current problem.

Second, Fiji can prove to Australia and New Zealand that Suva has other options like China.

Beijing’s diplomacy in Oceania does not intend to limit Taiwan’s “international space” as speculated by foreign scholars.

Taiwan remains integral part of Mainland China. The international community knows this.

Meet John Kambowa

WHEN I wrote the story about Michael D. Kapu, a final year student at Divine Word University who needed financial assistance for his tuition fee, a brother, John Kambowa in PNG was willing to help as well. (see Michael’s story below).

John is one such person who is committing his life to change PNG in a big way. He is not using money or any resources, but his heart and mind with a desire and commitment. That’s the most powerful weapon that we all human being posses.

On Wednesday 25 March 2009, I received an e-mail from John. The e-mail tells me more about himself. Thus, I am compelled to share his personal information and what he is doing for PNG.

Hello Mathew

Many thanks!

I wish to let you know a bit about what I am doing at my leisure time. On one end am trying to look for a work to keep me going. Not in the public job market, I’m interested in doing something for myself in terms of consultancy work.

I have established an NGO eight years ago. Here, I quietly help the needy childrenin need from elementary to University and starting into overseas training. I have just received one of our school drop-outs who has just returned from Japan after spending 9 months training in modern practices in Agriculture. This year, we have partly sponsored around 200 needy children (I will see the final figure later) like from K50, 60, 70, 80 90 100 120, and K200.00. Our last sponsor was to Pepna K200.00 at DWI, Michael K100.00 at DWU, and Brian K100 here in POM. Our highest mobilization for sponsorship was for K50,000.00 to send this young lad to Japan. Initially, we have also supported a number of students overseas like Indonesia and USA also in a small way.

We are looking at fully sponsoring around 40 to 50 students next year 2010. These needy children would be secondary students. Our elementary, technical training and college training sponsorships shall continue next year. We need funds.

We shall commence construction of an elementary school this year for a disadvantaged remote rural community in the Highlands hopefully this year. We shall commence building a classroom for one of the remote community schools in the Highlands next year also.

After next week (on the 10 or 11 of April), we shall distribute library books for six primary schools in the highlands. Books are already shorted out and on the ground in Mt. Hagen. Enough books for the six schools to set their complete library blocks as first phase. Following, we shall arrange library books for another 34 primary schools. Arrangements are underway. Books from the USA and Australia. Program ongoing nationwide as targeted.

Currently, we have initiated a short term community Conflict Resolution and Restorative Justice training for Tambul Nebilyer Electorate partnering with Peace Foundation Melanesia and Member for Tambul/Nebilyer with an objective to address the tribal fighting, arm hold-ups, robbery, stealing, domestic violence, HIV-Aids, etc. It’s a one year program. Trainer-Trainers are selected from all over the electorate and they shall go through an intensive five weeks training program at Ogulbang Lutheran Seminary outside Mt. Hagen. These trainers shall return and deliver on the ground training with tribal communities of the electorate. I would like to see the 30 years of tribal fighting in the Nebilyer stop once and for all. The tribal fights in the Lower Kagul, Upper Kagul, Upper Nebilyer to Cease! The program shall run through out for a year. Program funded by Australian High Commission and AusAid under the Democratic governance program. We hope the Member shall contribute some resources.

Brother, I am unemployed. I am struggling to raise the funds and assist our strategic partners to deliver. All this is done in faith. I am not attending church but I am a very strong believer in the Lord. My background is having grown up with the Church. So the Lord shall provide as He sees our hearts desire.

I feel the community deserve our support. What difference can I make in the lives of others for the better? I want to be an Agent of Social Change for the better. Our change will come first from within ourselves. The power to bringing change is within our hands, and NOT in the hands of the politicians. We are equal to anyone. Leadership starts selflessly from within ourselves. Enough power and authority as been granted by our Great Lord above. Nothing is impossible.

Though I operated for over eight (8) years. I do not want media publicity. I do not deserve any credit for the community who is also in pain and need and deserve it after all. I am duty bound to help. I may need not to be paid as well. I have been doing it so but not enough and so little. I needed to do it more. I will continue to help as long as the Lord provides and grants me the time.

What I need from you all in China and elsewhere is just pass the word of month around to all friends overseas (China, Japan, Australia, New Zealand, USA, England, Germany, Singapore, Hong Kong, etc, etc) and elsewhere to help contribute towards our program if and when you have the time and Will to do. Let's make and bring change one at a time for a needy child and community in PNG.

We do not discriminate on the basis of gender, religion, status, nationality, etc, etc. We are color blind. We treat all as equal.

May in doing so, we could help and build the foundation for nation building. This is in enhancing and contributing towards Michaels suggestion for a Charity. We are already here perhaps one.

PNG Students in China united to help Michael Kapu

MICHAEL D. Kapu is a total stranger to all PNG students in Great China. None of the students (including this writer) met or knew him.

Michael aged 25 is from the remote Magarima district of the rich Southern Highlands Province and currently pursuing his final year at Divine Word University (DWU) majoring Health Management.

Like any other ordinary students from unfortunate families, Michael’s hope for an education and a better future almost came to an end at the beginning of this year.

His parents, like every other villager in PNG are subsistence farmers who make ends meet by selling their cash crops, nor does he have relatives who earn salary.

His determined mother labored on tirelessly to sell vegetables at their local markets to earn some cash to save for Michaels’ education.

This had been going on till 2003 when Michael successfully completed his secondary education at Tari Secondary.

He was lucky to secure a space at DWU in 2004 for his degree program in Health Management but after completing first year in 2005, Michael could not continue his studies because of financial difficulties.

He withdrew from studies till end of 2006 as the little money his mum earned from rural markets where cash hardly flows could not sustain his studies.

Thus, Michael resorted to selling cigarettes and betelnuts to enable him to pass through formal education in the following year (2007) but he was exhausted all alone.

Nevertheless, this young man with the hunger for education pushed through all the financial hardships and this year supposed to be his final year.

However, he had insufficient funds to allow him for registration. DWU administration could not allow him and he had no choice but ready to withdraw from studies.

But February 19, 2009, 5:17 AM (Beijing time) is the date Michael will not forget.

This is the date that made the PNG students in China to dig deep into their pockets to give little they have for Michael to complete his studies.

Michael sent an e-mail to one of his e-email friends, Gene Drekeke Iyovo in China. They have not met before. Gene is from Asaro in Eastern Highlands.

They call themselves brothers because first, both are Christians and second, both are like minded to see PNG prosper with people of higher educational caliber and wisdom.

“… other students are busy with their studies but for my case I have not registered yet because I do not have enough fees,” Michael said in his e-mail to Gene Feb 19.

“It is already week four of the schooling year but am still hanging around the school to fill my withdrawal form. My expectations from people who have promised to pay my school fees have been negative and am lost for words.”

“Sadly, I will miss my HECAS and self sponsor again next year with more money than what I would pay this year.”

“I need only K4, 300. but nobody is able to help me and my parents could not afford as they are very poor and exhausted.”

“Bro, I would like to complete my degree but school fee is the pain in my neck.......I am running out of words but if you were working I would ask if you could help me some amount and register myself.”

“I have K1200. but that can not as the Uni wants full payment on the spot,” Michael wrote.

Gene, a young father with a son and wife to care for did not hesitate to help Michael. He even forwarded Michaels’ e-mail to all PNG students in China, including this writer.

Surprisingly, most responded with pledges to help Michael to see his dreams come true.

Not because they have surplus money to give, but all have been through the same experience as Michael.

And all believe that a successful education for Michael will have positive effects in his family, clan, province and the country.

With an intense e-mail exchanges, the students in China started making contributions.

Gene Drekeke gave RMB 500. The writer contributed RMB 200. Jeffers Teargun Heptol RMB 800. Albert K. Tobby RMB 400. Malcome Philip Taureka RMB 100. and Livingstone Hosea RMB 200.

Third Secretary to PNG’s Beijing embassy Liza Gabina contributed RMB 500. Totaled of RMB 2700 (K1, 051.) was sent to Michael through Madang Wespac March 14.

We never met Michael, or know him personally. But it was so amazing that we were willing to give the little we earned from our scholarship.

What truly touched us was that we had the hunger that Michael MUST complete his final year and have a decent future just like other Papua New Guineans.

We did not want him to feel being pushed out by the system that was established by men, and that can be bent and manipulated.

We sent e-mail’s pleading DWU administration to allow Michael to register while we did our contribution. God was good to allow Michael’s registration.

Gene said in an e-mail, “I know the feeling this young promising PNG intellect, I know the feeling his parents now, because I have been through that.”

“He will be denied his right to study, does not mean he failed, rather committed a crime against the state but will be denied his opportunity, the effort his poor parents have put through will bring dryness to their aspirations.”“I want to commit some hundred Kina to this young man, I do not care where he comes from, whether or not I know him. What I know is I Love PNG, and I love my people and I am giving because I am sowing for this great nation,” Gene said.


We gave with one mind and total peace in our heart. We believe that in a country like ours, we love each other very much despite our boastful 860 plus languages, ethnic diversity with different ideologies.

We are sure that as long as we remain human beings, the pains, sorrows, and excitements we go through are similar.

We have seen and experienced caring and sharing in PNG like the Aitape Tsunami where mothers, fathers, elderly, children, from known to unknown, mountains of Tari and Pogera to the isolated and ignored islands of Milne Bay gave the little they saved.

The street boys in Port Moresby pushed wheel barrow and raised funds, though they may have been looked down by our institutions as outcast. They had the heart just like rest of us.

Disasters have stricken PNG, and as a country, we stood undivided. In the recent case of Australia Bush Fire, families, children, workers, companies, the government and individuals gave little with their heart.

During the devastating earth quake in China last year, I was moved by footage of a little girl reaching out her hand while being trapped in the rubbles of the building. It touched me and I felt the pain just like the ordinary Chinese.

We are all human beings, despite our ethnicity, province, country or religion.

Our help towards Michael is for the good cause, because we believe in Michael just like any other students that PNG’s future is in our hands.

If this country is going down, then we as students today with like minds can stand together tomorrow, putting aside our differences to uphold the 5.6 million people’s interests.

We believe that Michael, one day with a better job will not buy guns for his tribe in Magarima to kill each other in tribal fights but will vie for a peaceful Magarima.

Our aim is simple. We believe in human resource for PNG. We want to stand as a nation and work together. We want to establish networks.

We do not want to see you as a highlander and I am a Morobean, or you as a Papuan and he is from Tari.

We believe in the nature of brotherhood, and sisterhood. Side by side we can help each other with the little we have. Give to the needy and the poor, by bringing smiles to his/her face.

Michael can finish his school, get a job and face the world. But what we know for sure is that Michael’s achievement will benefit his parents, tribes, district and the country as a whole, thus, we will all benefit.

If this is the idea all Papua New Guinean have then this beautiful country will grow into prosperity, with God’s hand already on this nation.

On behalf of the PNG students who helped Michael, the writer would like to thank the Chinese Embassy in PNG and the people of China for providing us the scholarship to study in China that is enabling us to see the importance of helping Michael, our beloved countryman.

If we help and care for each other and love others and even those who hate us then I can imagine that PNG will be a Paradise on earth where our sisters, wives and mothers will walk freely on the streets.

I can imagine how wonderful it would be to see our children grow in an environment without fear.

I can imagine that one day those fences around the residential areas in big cities will be pulled down.

I recall Richard Nixon’s speech in 1974 before he resigned during the Watergate Scandal.

“…the greatness comes not when things go always good for you, but the greatness comes and you are really tested, when you take some knocks, some disappointments, when sadness comes, because only if you have been in the deepest valley can you ever know how magnificent it is to be on the highest mountain.”

Michael, you will reach that highest mountain tomorrow with Gods blessings.

Humbly, Michael sent an e-mail thanking all PNG students and Liza for the contribution.

“I can not say much because I am running out of words...I can hardly find a word to describe the effort, especially emailing guarantee letters to the administration and sacrificing your allowances for my education.”

You are all unique and this country, PNG needs you all for you all have the right frame of mind to move this resourceful nation forward. My heart is with you all....and God bless you all,” Michael said.

We here in China also wish Michael a successful completion of his studies, as we always do to others.

China’s Global and Pacific Island friends

DID you notice that only last month, China and USA made major diplomatic tours to strengthen diplomatic ties with old friends and meet new ones?

New Secretary of State Hillary Clinton made the week-long trip to Asia starting with Japan signifying one of Washington’s cornerstones of regional security and ended with China, signaling Beijing’s role in both global and regional issues.

In fact, Hillary told Beijing that “money” is important today compared with other issues as reported by media, signifying China’s important role in the current world financial crises.

Hillary also visited Indonesia and South Korea. This is regionally focused.

The People’s Republic of China (PRC) did its diplomatic tour in Africa, Latin America and Asia last month, with a brief but important stop-over in Nadi (Fiji) when Canberra and Wellington are continuously bashing Suva.

Now the British Commonwealth issued an ultimatum for Fiji to hold election this year or face suspension in September.

While the U.S. is preoccupied with other parts of the world like Iraq and Afghanistan wars and the ongoing financial crises, China is paying ever more attention to Latin America, Asia and Africa, sending leaders to the region, opening banks and promising investments.

President Hu Jintao toured four African nations and Saudi Arabia on Feb 17 and Chinese Vice President Xi Jinping finished his tour to five Latina American nations and Malta on Feb 22.

The visits focused on the international financial crises felt world-wide, apart from enhancing political trust, promoting friendship and reached consensus on strengthening economic and trade ties.

More than 20 agreements were signed between China and the five host nations during Hu's tour, covering fields such as trade, investment and infrastructure.

Many bilateral agreements, aimed at boosting all-around partnerships in cooperation with Latin American nations, were also signed during Xi's trip.

Xi toured Mexico, Jamaica, Colombia, Venezuela and Brazil, all nations eager to enhance ties with China.

Elsewhere in the region, Vice Premier Hui Liangyu paid visit to Argentina, Ecuador, Barbados and Bahamas from Feb. 7 to 19.

Might seem like no big deal, you say? Well, recall that President Hu visited Latin America in last November, stopping in to Cuba and Peru.

And while Hu was rubbing elbows with most of the major Latin presidents at the APEC summit in Lima, China’s highest ranking military officer was elsewhere in South America on tour.

That officer, Xu Caihou, is vice chairman of the Central Military Commission, which controls the People’s Liberation Army.

Only President Hu outranks Xu in the military hierarchy. On his trip in November, Xu toured military installations in Venezuela, Chile and Brazil and promised increased exchanges between the two regions.

For Washington to match this pace of high-level visits, it would have to send President Barack Obama, Vice President Joe Biden, Chairman of the Joint Chiefs of Staff Adm. Mike Mullen and a fourth senior official, perhaps Secretary of State Hillary Clinton, to Latin America within four months. I doubt will be seeing that.

The Chinese officials aren’t going empty handed either. Just take a look at the $7.3 million national stadium Chinese workers are erecting in the Bahamas, a quick boat ride from Miami.

If one were looking for a specific gauge of China’s growing influence on the world stage in relation to the United States, one could do worse that just studying the Beijing-Washington-Latin America triangle.

Consider the trade numbers between China and Latin America and the Caribbean, for example.

Trade between the region and China jumped 13-fold since 1995, from $8.4 billion to $110 billion in 2007. China is now the region’s second biggest trading partner after the United States.

A concrete sign of China’s growing trade importance occurred not long ago. On Jan. 12, China formally became a member of the Inter-American Development Bank, the leading hemispheric financing arm for long-term development projects.

As Chinese Ambassador Zhou Wenzhong signed the forms for membership, China also threw in $350 million into bank coffers.

Now the Chinese flag flies along with the other 47 flags of the IDB’s member states.

Another sign of Chinese interest: Beijing has agreed to open branches of the China Development Bank in Mexico, Brazil and two other countries, a sign of intensified trade cooperation.

The world has indeed grown smaller. If Latin America was once considered part of the U.S. backyard, it’s now also part of China’s backyard.

Let’s not forget USA’s backyard in the Pacific. After winning the Cold War in 1991, U.S.A. closed down most of its embassies in the region and left, leaving the isolated and impoverished island states under Canberra, Wellington and UK as its ears and mouth.

When Kevin Rudd was busy extinguishing the devastating bush fire in Australia, Vice President Xi Jinping, who is likely to succeed President Hu Jintao made a brief stopover in Nadi, Fiji, en-route to Latin-America tour.

The PRC delegation was welcomed with the traditional Fijian ceremony, only reserved for special guests, under a tight security and journalists were barred, except for those who managed to be in the hotel earlier.

This is not the first visit. In April 2006, China’s Premier Wen Jiabao visited and spoke of a new partnership and agreed to provide several hundred million dollars worth of preferential loans, tariff reductions, developmental assistance and investments to Pacific Island states.

Interim Prime Minister Commodore Frank Bainimarama said that the visit allowedboth Governments to reflect on the strength and the deepening of the bilateral relations between Suva and Beijing.He described the stopover as a gesture of true and genuine friendship between the two since 1975.

Bainimarama wasted no time to brief Xi on the political situation, expressing that the military took over to restore confidence and later return to total democracy.

“The Military, essentially assumed control of the Government two years ago with clear objectives to eliminate corruption, racial discrimination policies and practices, and to bring about necessary reforms in the area of public service, governance as well as the Electoral System in an effort to build a better and more progressive Fiji.”
“The Military did not intervene for the purpose of remaining in control and power beyond a reasonable time than what would be required to achieve the above objectives,” Fiji Daily Post reported.
Fiji and China established diplomatic relations in 1975 soon after Fiji gained Independence from the United Kingdom.
Since then the relationship has broadened to encompass a range of interests in agriculture, tertiary education, trade, economic and development assistance and other sectors such as telecommunications and information technology.
In the last few years there has been heightened bilateral exchange visits involving senior Government officials, Ministers, as well as at the level of Heads of State and Government.

Bainimarama also thanked Beijing for understanding Fiji’s situation and not interfering in its internal affairs unlike Australia and New Zealand.

Many may not see Xi’s stop-over in Nadi as significant but in the period when Bainimarama was continuously bashed by Canberra and Wellington, Fiji may take China as a genuine friend or already did.

A famous military strategist once perpetuated, “if one wants to defeat the enemy then he must make his enemy’s friend his own friend first”.

The scribe does not directly refer to Australia and New Zealand but in some cases because Australia and New Zealand join USA to accuse Beijing on certain issues like human right and China’s “dollar diplomacy” that allege to corrupt the island countries.

I stop my ink on this topic for politicians and bureaucrats to discuss but my point is this. Bainimarama is running a sovereign nation, which is now becoming more multicultural.

Looking back to those blood-less coups, Bainimarama is correct to say that he must fix the underlying problem before Suva returns to total democracy.

Why not Canberra and Wellington assist Fiji to solve those underlying problem before Fiji returns to democracy? If they do not answer this question then Fiji must be careful when dealing with them, because they would use the “divide and rule tactic”.

That’s when Beijing may come in easily to help Suva find its rightful place in the international community, like what she is doing with African countries which were once exploited by Westerners.

This scribe would say that Fiji is now at a transition point where it can learn much from China. China, in the last 30 years has surprised the world with its economic progress.

A visit to China will tell you the dramatic changes in infrastructures, health services, education….now attracting overseas Chinese who were once fleeing their motherland because of it backwardness.

Washington knows that Beijing is important in the world today to enhance countries to live harmoniously.

Of course, China aims to maintain itself as one of the competitive nation-state like any countries with an aim to maintaining a strong, independent, powerful and united China.

When achieving this ambition, China’s foreign policy does not pursue any hegemonic or warlike ambition.

Xi’s stopover in Fiji depicts Beijing’s presence in Oceania today given the Asia-Pacific century with China leading.

Hillary flew over the Pacific from Indonesia to South Korea without even paying a visit to express Washington’s condolence towards the victims of Australian fire, leave alone the Pacific Island countries.

However, living in this anarchic and dependent world order, Pacific Island countries need both USA and China for regional peace and economic cooperation, only at the expense of their mutual relationship.

The world is heading for an interesting century.
Significantly, these are after the fanfare of “One World-One Dream” slogan of the 2008 Beijing Olympic Game.

PNG Students in China contribute K1,000. towards education

PAPUA New Guinea students currently studying in mainland China have contributed a total of K1,000. towards the tuition fee of a Divine World final year student.

The students who are scattered all over China gave little they get from the Chinese Scholarship Council as part of their scholarship allowance towards Michael D. Kapus’ tuition fee.

Michael is a Fourth Year Health Management student at DWU. He is from Southern Highlands Province.

In an e-mail dated Feb 19, Michael shared his sad financial situation with students in China that he would not be able to complete his studies.

“It is already week four of the schooling year but I am still hanging around the school to fill my withdrawal form. My expectations from people who have promise me to pay my school fees have given me negative responses and am lost for words,” Michael said.
“Sadly, I will miss my HECAS and self sponsor again next year with more money than what I would pay this year. I need only K4300 but nobody is able to help me and my parents could not afford as they are very poor and exhausted,” he said.

DWU refused to allow Michael to register due to insufficient funds.

The students quickly responded with an e-mail to DWU administration to allow Michael’s registration while funds were collected.

A total of K1,000 was collected and sent through Madang Wespac Moneygram service on Thursday 12.

Students who contributed include Jeffers Teargun Heptol, Gene Drekeke Iyovo, Albert B. Tobby, Livingstone Hosea, Mathew Yakai and Malcome Philip Taureka

Liza Gabina, Third Secretary with the PNG Beijing’e embassy also contributed.

Gene, the organizer of the fund rising praised the students and Liza for their contribution.

“The money that you give now will make history tomorrow, will be a testimony in your life that hangs there longer, and in far greater way, you have intellectually done something for the nation that only few have found joy in doing it.”

“This is the best gift of God to enjoy his Love by Giving. This is the Spirit of the great leaders, we can see through their eyes now when we give,” Gene said.

“We have shown our courage and desire for change by overcoming and coming to help Michael who is a total stranger, but a Papua New Guinean. Together we will bring this nation up and we build together,” Gene said

Jeffers said, “Thanks for the job well done. I am proud of you all. This will go down in the history of PNG that like minded people will rise up and change the course of anything’s. Yes, we can!”

“Great Work! To all my other trupla PNG, mari mari na bel isi blo God iken stap wantaim yupela olgeta,” said Albert Tobby.

“Imagine, we all have God, we are all like minded, and we love our country....there we will move forward, and that’s where PNG really needs us,” said the writer.

After receiving the news that the money was sent, Michael thanked the students in China for their contribution.

“I am very pleased for your noblest action in contribution. No one could ever do such kind deed to a stranger...I am more than happy and my heart is relieved that I will complete studies for this academic year.”


“Thank God for YOU all are God sent to rescue me from my struggle. If you can really sense my struggle for education from a far distance, without knowing or physically seeing me, it is God who had intervened through you gents and ladies...I see God is really powerful and wonderful. I will never forget that in my life.”


“I can not say much because I am running out of words...I can hardly find a word to describe the effort, especially emailing guarantee letters to the administration and sacrificing your allowances for my education.”


You are all unique and this country, PNG need you all for you all have the right frame of mind to move this resourceful nation forward. My heart is with you all....and God bless you all,” said Michael.


The writer, on behalf of the students in China also thanked the Chinese Government for providing the scholarship to PNG students to study in China and able to help Michael in his struggle for education.

That is the type of will power and heart PNG needs to see. I am in however according to Michael he got almost 1 last week to pay his fees for registration and failure to do so will lead to suspension and possible termination. He needs more than K2000 to completely pay his tuition fees. This amount can be met if everyone in this mailing list contributes about K120 each. However most of us on this mailing list are students both in PNG and abroad. Depending on students monthly scholarship allowance especially those in China, this will take almost a month to get all the contribution. This is due to the following reasons:1) Monthly allowance are paid normally at the beginning of the month (1st - 10th), which means right now most students here in China might have only limited cash in hand to see them through until the beginning of next month.2) According to current exchange rate 1RMB at 0.39 toea, a 100RMB will buy only K390. Therefore inorder to contribute K150 each, each students should give more than 380 RMB. I personally as much as possible really wanted to help my dear brother however might not be able give exactly 380 RMB or more but will pay something less than this.Please do not take this as a negation to the spirit of giving and helping. Being realism sets the framework and clearifies the limitations of the issue at hand. Please those who are able to help right now can do so while others can do it later but not later than end of next month.Unless DWU changes its regulation, preliminary registration fees for Bachelor Stds is only K360, which lasted for the first two weeks. That is for students under HECAS. Self sponsored students are supposed to pay K750 for preliminary registration. Before the end of the first semester each students are supposed to pay atleast 60% of the total tuition fees. If this is the same arrangement today we might have ample time to help our brother accordingly. Hi all. I have not met Michael in person or seen him. But we all seem to have one thing in common - we have the love for our country. Michael, is a student at Divine Word University in Madang. I understand that there are some of us who are from different bacgrounds with different stories to tell regardinghow we struggled to make it up to where we are. Education can never be denied, but now it seems that we havea selfish system in place, where only those with money can go to school but those who come from a disadvntaged financial family background, seems, per projected that we will be left out. I should and am congratulating our brother Drex for taking the initiative and the guts to voice out someone who isin need. This is a prolific inaugration and it is here to stay. Collectively and cooperatively we can make a changeand we have already steped foward. Now let us all do it without greed and pride but do it with humility expressing symphathy andempathy for our nation and people. We are building a nation in terms of promoting human resouces. We need educated people, so it is very promisingfor PNG student studying over seas to do such. "A purpose that is aimed at serving others adds a richer meaning to our lives. It taps into the deep craving that everyone livesto make a difference." However, we must now understand that it is not only michael that we are helping but we are setting a phase that opens doorsby which we will substantially help those who cannot make it financially. If it is from the bottom of heart with patriotism to our nationand the good of it why not we think even beyond this. This has open an era for enlightenment. We can only see farther through a tear then through a telescope. Now Michael has put a stepping stone for us to prepare. My challenge to fellow country men and women is do we have a vission and a destiny? Now is the time to do what we can, because we can. The very fundamental question is "HOW CAN WE SUBSTANTIATE THIS?" I suggest that we open a PNG Student association trust account. This will help in any matter that ariseswithin China or bac home,PNG. This is left in suspense, for discusion and this requires you to think and chip in ideas that we can collabrativelyresolve, crisis that arise. I am very pleased and happy to hear from you and your gentlemen. I am still not registered yet because the admin. could not allow me though I have informed them of your willingness to assist me. They said that I need to atleast pay in 3/4 of the standard fee before I am allowed to register. I think it will be alright becuase your contribution would help me to add on to what I have and may register myself when you send the sum. I even told them that my friends in China are willing to help me and they are doing fundraising so I need to be enrolled but they still persist.
Anyway, you nice guys are doing something good for me so am still waiting patiently coz I could not do anything right now. Today is the fourth week of the academic year and lectures have already started long time ago. I have miss alot of lectures and presentations but I don't care as long as our Heavenly Father is there and he can help me catch up with my classmates.
Bro, I am very happy and relieved when I heard from you boys..you really comforted me, encouraged me and I am able to get back to school. My heart is with you boys though I am not eating any food at mass, and attending any class, not sleeping well, too many thoughts always distracting me.

Hi folks. An apology that I can not remit RMB 400 for Michaels fee as pledged. I was caught up with urgent medical attention so I only remit RMB 200 into Gene's account. I went for a private medical check-up for an application last week and paid some money. And late last week, I caught sever flue and spent some money for medical bill. Just today, I went to see the Dr. and he asked for another medical check so had to pay another lot of money. Guys, medical bill in China is expensive so I urge you all to look after yourself. So folks, I spent most of the money there. Though the university will refund later, it will take approx one month for them to reimburse. Thus, I remit ONLy RMB 200 into Gene's account as part of my contribution towards Michaels education for the betterment of PNG's human resource. I give with all my hearts and prayers. If I have enough then only God knows my heart as to what I would do. Gene, because I am sick, I could not go to the bank to send. You see, I have being thinking too hard about my studies coz I DID NOT HAVE ENOUGH MONEY at the first place to register myself at the school.

He(Michael) basically called us through our email chat list last month ashe could not pay up his tuition fees, Our boys studying overseas in Chinaquickly responded by writing a letter to the school guaranteeing the schoolto pay his tuition fees and at last they paid off as listed below.


Our Government is not doing enough in Human Resource development which Ibelieve they have neglected and the Quality of our education hasdramatically dropped. From the national purse, our government is making K200Million a month which is huge amount of money and to Introduce a 90%subsidised fees for tertiary Institution is a must and free Education forlower primary has to be done.


Our country looks to me is hitting the worstof all poverty line as we see uncontrolled price increase of basicitems.............and you can finish it all.......If you will publish, then let me know as well..........

Greetings to you in the name of our LORD JESUS.
I am Samuel Ray DWU TSCF president and Chairman of Madang Regional TSCF would like to thankyou all proud PNGeans in China.
I was really touched by the contribution you've made to help Michael in financial difficulties.
As a Member of the TSCF I was very greatful when I saw the email saying that TSCF students in China are contributing towards Michael.
The contribution you've made cause President of the DWU into tears. This is one way or the other open doors for the Ministry to work closely with the Administration and also Made the Administration of the University know the fruit of the Ministry.
Amdy, Johna, Mums and Paps Walo talked about you but I have'nt had a change to see you but recently I had searched the JK Ministry on the google web and found the news of the China Meeting and had a change to see you.
Its such a blessing to see such a young man who is in School organising things of the Kingdom issues. Thanks God for you in China.

Dear bro Samuel,

Thank you for your email and compliments on the contribution from beloveds here. Lord places us in strategic positions to execute His purposes. We are blessed to be the channel of blessing that Lord will use us to bless and open doors for people.
I prayed and mentioned TSCF and sent the email to DWU including Student Service Director, was for the purpose of DWU administration to fully recognize and support TSCF ministry because young people in this ministry are like-minded like those of us here in China.

I strongly believe that, if it wasn't for the TSCF Ministry, I do not think God will use me like this and impress my heart to give. I thank God for TSCF and through TSCF, God molded me as I am today. TSCF is the dream team God is counting down to change PNG, and I will happen better soon than later.

We are blessed to hear that person of such calibre President (Vice Chancellor) of DWU Fr. Jan Czuba shed tears and I know that our action will relay a message. I know that this is the subject discussed among people and students at DWU and other TSCF beloveds throughout PNG at this hour.

Samuel, I agree with Jeffers, without TSCF, we wouldn't come this far. We are truly humbled by what God has accomplished through us. Being a member of the TSCF ministry has had a great impact upon our character and personality development. God is preparing an army of intellects to change Papua New Guinea and the world at large through the TSCF Ministry.Bro Samuel, mantain the annointing and keep shining for the Lord.

Thanks Generals. It is truely a difficult thing to do by raising funds for someone. One thing I believe is in the grace of God. Only God gives grace to people have eyes to see and ears to hear to do things that is beyond their ability for someone. Only the Grace of God will enable you to do extraordinary thing.
Michael is someone that comes to fellowship time to time. Sometimes we turn to judge people and try to see them change instantly but it doesn't go that way. God is always good. I believe one thing the Generals in China have done is timely and in God's plan to change Michael's destiny as well for God to open doors for the ministry (TSCF) in one way or another.
I met Michael as I was walking to my workplace. He smilled and greeted me in a more friendly manner. We had a chat and encouraged him to attend TSCF fellowship. It is not just attending TSCF fellowship but I believe that would be the place he would encounter the God of his destiny.
Hallelujah Glory be to God and may His mighty hands rest on you Generals in China.
